Francis R. Burns

Col. Burns has held a variety of leadership positions throughout his career, ranging from leading at the platoon level to an Army garrison.  He has served both stateside and overseas, twice at the Pentagon, and has served for over thirty months on two combat tours in Iraq. He currently leads the Army organization that delivers Army-retained installation support services on the largest Joint Base in the United States at Fort Sam Houston, TX.  He recently completed a City - County Management Senior Fellowship with the city of Austin, TX.

Col.  Burns also served as Principal, Our Lady of Perpetual Help Catholic School in Selma, TX, where he led and ran the 501 c (3) non-profit school and is a certified Emotional Intelligence (EQ-i2.0) Practitioner.

Col. Burns holds master’s degrees in strategic studies from the College of Naval Warfare and in teaching from Fairleigh Dickinson University, and a bachelor’s degree in political science from the University of Massachusetts at Amherst, with Minors in both Latin and Philosophy, and is a member of Eta Sigma Phi (National Honorary Society of Classical Studies).
